Regional actors and local authorities have to anticipate climate change adaptation that will impact territories, resources, landscape and natural risks policies. EO capacities in deriving adequate (multi) thematic products cope with these regional problematics. Within the next few years, the most promising increase of practical usage of Copernicus data and services should be situated at local/regional level where there is actually a lack of adequate downstream service and products offer. In order to favour the user uptake of Copernicus data and associated services (core or downstream), local and regional activities have to be performed.

Local user approaches will be undertaken with a special focus on local and regional authorities.

This will allow to raise user awareness of the capacities of EO techniques and especially those offered by Copernicus (associated to local data), to provide historical or up-to-date geo-information. Presentations of practical use cases will illustrate how these EO derived products could contribute in the information needs in regional territories management activities linked to environmental and climate change adaptation problematics.

This action will also realize a first census of Copernicus related activities by identifying and collecting existing information on projects, events, actual/potential users and stakeholders, local initiatives or needs (e.g. implementation and evaluation of EU directives & French laws), which could benefit from Copernicus data, infrastructure, services and information.

The outcomes of this action will be synthetized in a first version of a Copernicus Regional Catalogue complementing the mapping cards of the EC user uptake national inventory.

The promotion of Copernicus in various users’ communities will include the following activities:

  • Participation in adequate events in order to present Copernicus, to distribute promotion material, to establish direct contact with new potential users
  • Organization of meetings and workshops in the Grand Est Region dedicated to the public (or private such as insurance sector) actors involved in territorial, natural resources, risks, environment management, and sustainable development.

Outputs and Results

  • Copernicus regional catalogue (French Grand Est Region) composed of information sheets (forms) compiling the collected information on existing Copernicus activities, potential opportunities and pre-identified user needs
  • Organisation of at least 10 meetings and user encounters and production of at least 15-20 information sheets (mapping cards)
